    We strengthen tactically the negotiating position of business associations and business’ actors in negotiations with government agencies, the government office and parliament, for what:
    • we develop models based on evidence-based calculations of the impact of legal regulations on business, society, and the state
    • we collect and use data from public sources, work with data science and hard data, conduct socio-economic and expert research
    • we are developing proposals on alternative regulatory mechanisms based on the best international practices of regulatory policy and RIA
    • we accompany the client with arguments based on counting data at all stages of the decision-making process
    • taking into account the political agenda of state actors
    • we adapt the results of calculations and research for publications in the media and in social media.

The CPPE Team presented an approach on using a set of enhanced metrics to measure the Regulatory Impact. The main point is, that not only compliance cost constitute the regulatory burden end-users have to bear, but also business operations downtime costs (labor costs + operating costs)

and opportunity costs (profit lost).


It is proposed to extend comparing cost vs. benefits by comparing costs vs. macroeconomic indicators (in related industry, i.e. revenue, profit, investments, tax burden).


The presented approach could be introduced into integrated impact assessment procedures through a number of new metrics like mentioned - at supranational, national and subnational levels of public governance

The Penn Program on Regulation is pleased to host the inaugural conference of a new International Association on Regulation & Governance. This two-day conference, which will be held on the University of Pennsylvania campus on June 17-18, 2024, will focus on the theme of “Regulatory Governance in a Changing World.”
The Conference aims to bring together regulatory scholars and practitioners from diverse fields and perspectives and from all regions of the world & to strengthen global connections in the pursuit of cross-disciplinary collaboration and research, the promotion of professional networking and mentorship, and ultimately the advancement of the study of regulation and regulatory governance as academic fields.
